The office of Churchwarden  is a venerable one, which had already emerged into legal recognition by the thirteenth century. By the fifteenth century the churchwardens were chosen annually in a parish meeting, all adult parishioners having a voice in the election.

Whilst the Parochial Church Council has the strictly legal responsibility for the care, preservation and insurance of the fabric of the church, and the goods and ornaments therein and the repair and maintenance of the churchyard it is the churchwardens' duty to see that all this is done and to keep adequate records of all that happens.

The Churchwardens are directly responsible to the Bishop for the church of St Peter and St Paul and attend a special service, usually in the Cathedral, to affirm this responsibility. If for whatever reason a parish does not elect a churchwarden then it is within the power of the Bishop to order the church to be closed until the position is rectified.
