Parish Council Minutes - Tuesday 6th November 2007

Present: Cllrs. K Bull, W Banes, G Brown, B Felton, D Ray, P Sanderson, A Smith,
County Cllr J Spicer and Borough Cllr J Hale
 
1. Apologies for absence. WPC L Whittaker.
 
2. Declarations of Interest.
Cllr G Brown declared an interest in item 10, Planning Matters.

3. Minutes of the Meetings of 6th September and 2nd October.
Minutes were signed as a correct record.

4. Matters arising from the minutes.
Outstanding Highways Issues.
A team should be coming out from Highways by the end of the week. They will be re-erecting the horses crossing sign on Ixworth Road. They will also be looking at pot holes and debris from verges to decided whether they need to be cut back. Highways have spoken to Bardwell Hall and asked them to clear back the excess soil which is coming off their land onto the highway.
Waste Management has been informed that cleansing of highways is required. They are sending a representative out to take a look.

Planning Enforcement.
A caravan has appeared on the land off of Glassfield Road. Planning enforcement is to be notified, though it is not definite whether the caravan is the one previously situated at Bardwell Hall or if it is currently being used for domestic purposes.     Action Clerk

Bardwell Hall.
SCC and SEBC had been awarded costs regarding expenses incurred as a result of the appeal against the enforcement notice. Concrete posts and unauthorized access on to the land opposite Bardwell Hall is still being investigated. A review meeting is to be scheduled between the PC and Planning Enforcement for the New Year.

Allotments
Only three residents have expressed an interest in allotments so far. Their names will be kept on record while we wait to see if there is any further interest.

Village Plan Group.
The Village Plan Group has not yet been able to hold a meeting due to availability of members. It is hoped that there will be a meeting scheduled shortly.

Stanton Road/The Green Road Junction.
The work on the Green has been completed and Cllrs are pleased with the final result.


Police Enquiry Desks.
C Cllr Spicer reported that the Chief Constable was not pleased with how badly this issue had been dealt with. There is currently a meeting being organized which will probably be scheduled for the second half of February 2008. The meeting will be concerning several matters, including the Ixworth enquiry desk and a presentation on performance and targets. Concerns were raised regarding whether Police Officers would potentially have to spend more time processing their own administration, if enquiry desks close, rather than being out on the beat.

6. Report from County Councillor Joanna Spicer.
Affordable Housing
Attempts are currently being made to arrange a meeting between SEBC and County Farms. It was recommended that a Housing Needs Survey be carried out within the village to ascertain what the current requirements are. The results should be viewed before any decisions are made. This had been agreed as part of the ongoing work of the Village Plan Group

Written Report from WPC L Whittaker
There have not been any recorded crimes since the last meeting:
A reminder was given to set all time switches to come on if you are to return home after dark and to keep a general watch for any suspicious activity such as vehicles loitering around the village. If seen, and possible, take a registration number of the vehicle. The Police would rather check and find it is all in order than not check and it turns out to be something connected to a crime.

7. Report by Chairman.
Remembrance Sunday
Cllr Sanderson asked for a volunteer to place the wreath in his absence. Cllr Ray has agreed to represent the PC.

8. Report by the Clerk.
Nothing to report.

9. Report by the BPFA.
There has been a continued wellbeing of the BPFA and the hardworking committee members. Tennis coaching this year has been highly successful and has now been completed for the season.
The Quiz Night held on Oct 19th was highly enjoyable and provided a £310 net profit to go into the BPFA coffers.
The Local Network Fund under spend has been agreed to be available for appropriate projects by January 2008 and is now expected to be spent on extra rubber matting safety surfaces under the Springer’s of the children’s play area. BPFA members have agreed to help install the matting when it is available.
The next meeting of the BPFA committee has been fixed for the 28th November with a revised venue for the meeting to be Cedarwwod, Low Street.

10. Planning Matters.
SE/07/1533: Mr C A & Mrs R L Roberts: Blackwater Farm, Spring Road, Bardwell – Change of use of one room to a gallery for the display and sale of home produced craft and other related items (renewal of SE/06/2399).
Cllrs recommended that the planning office consider granting permission for a five year period, or until there is a change of ownership.

SE/07/1562: David Edward Williams: Walnut Tree Cottage, Up Street, Bardwell – Erection of a summer house. No Objections.
SE/07/1568: Mr & Mrs Bareham: The Stores, Up Street, Bardwell - Reinstate original roof to front including dormer windows and insertion of rooflights to front and rear elevations (amendment to scheme SE/07/0761). No Objections.
SE/07/1656: I.R Burrows: Fern Bungalow, Bowbeck, Bardwell - Erection of detached garage. No Objections.
TCA07/1520: Mr & Mr Finn: Cleveley, Low Street, Bardwell – Coppice one Hazel tree; fell one Leylandii tree and crown lift one Pine tree. No Objections.
TCA07/1517: Nicholas Sarson: Brooke House, Low Street, Bardwell – Reduce height by 50% to one Sycamore tree. No Objections.
SE/07/1331: Director of Children and Young People: Bardwell Primary School, School Lane, Bardwell – Siting of a temporary staff room. 
The application in respect of the above-mentioned proposal has now been considered by the Borough Council as Local Planning Authority and no objections were raised.
SE/07/1256: Mr G McMeechan: Pelham House, Low Street, Bardwell – Retention of garden store. Permission Granted.
SE/07/1254: Mr G McMeechan: Pelham House, Low Street, Bardwell – Erection of two storage sheds. Permission Granted.
SE/07/1310: Mr P M Bloomfield: Land adjacent to Beech Farm, The Green, Bardwell – Conservation Area Application – Demolition of barns.   Permission Granted.
SE/07/1309: Mr P M Bloomfield: Land adjacent to Beech Farm, The Green, Bardwell – Erection of (i) detached bungalow (ii) cart lodge (following demolition of barns) (revised scheme). Permission Granted.
SE/07/1365: Sharon Dawson: Bardwell Manor Equestrian Centre, Ixworth Road, Bardwell – Provision of 8 no. 16’ high lighting columns around outdoor ménage. Permission Granted.

11.10. Lubbock Fine Outstanding Payments. Clerk to confirm exactly what is still outstanding. Letter of complaint to be written concerning the excess charge for providing ‘too much information’.
