Parish Council Minutes - Tuesday 4th December 2007

Present: Cllrs. K Bull, W Banes, B Felton, A Smith, County Cllr J Spicer and CPO J Burke. 
 
1. Apologies for absence. P Sanderson , G Brown, D Ray and Borough Cllr J Hale.
 
2. Declarations of Interest.
No declarations of interest were made.

3. Minutes of the Meetings of 6th November 2007.
Minutes were signed as a correct record.

4. Matters arising from the minutes.
Street Lights:
It was discussed whether street lighting could be switched off between certain hours of the night. This would reduce light pollution during the quieter hours and would also save on electricity consumption. There were concerns over safety issues if this were to be carried out. It was decided that this question should be included the Village Survey

Spring Road Footpath.
There may be an opportunity to use Rural Grant funding for the footpath. This was felt unnecessary as the PC has already been informed that work is already planned for this work to be carried out and therefore it would be more worthwhile spending the Grant money on other projects.

Village Plan.
The Village Plan Group had to reschedule their meeting and it is now due to take place on the 11th December 2007.

Police Enquiry Desk.
C Cllr Spicer will send an email to the PC confirming when the meeting, which is to discuss several matters including the future of the Ixworth Police enquiry desk, will be taking place. It is due to be scheduled for the second half of February 2008 and it will be held at Ixworth Village Hall.

5. Youth Shelter.
There were mixed opinion over where a youth shelter would be best positioned and whether there was in fact a requirement for one within the village. It was agreed that a shelter would provide somewhere for youths to meet. The success of the shelter at Barningham is to be reviewed before making a decision. The Village Plan Group will be asked to investigate the need for a youth shelter in their next village survey.

7. Report from County Councillor Joanna Spicer.
Pleased with the outcome of the junction at The Green.
Just 5 days after the flooding on the 9th November there was an outbreak on Avian Influenza at Redgrave. This was followed by an outbreak at Knettishall. The cause of the outbreak has not been identified yet but it seems to have been contained.
The Housing Needs Survey, which is to be included with the Village Survey, needs to be done before a decision is made on the development of affordable housing in the village.

Report from Police.
Crimes: There has been one crime reported since the last meeting. A bicycle was stolen from Church Road between the 17th and the 24th November.
Operation Arctic: A proactive scheme which covers Suffolk over the winter period. It is aimed at organization such as shops and post offices which are open long hours. The aim is to encourage owners to be more vigilant with their security and in reporting suspicious circumstances. The Police would like vehicle registrations of any vehicles which seem to be acting or loitering suspiciously.
Community Speed Watch team: There is also to be a Community Speed Watch scheme. The Police will be looking for volunteers for the Speed Enforcement Road Safety Teams.

10. Report by the BPFA.
The BPFA were pleased to report the wellbeing of the BPFA and the hardwork of the members of the committee. The highlights have been:
· The Bardwell Charity Trustees have offered some funding for improvements of the playing field. Possible ideas for additional seating are being developed for discussion at the next meeting.
· Development of the cricket club – installation of the practice cricket net was reviewed and agreed in principle. A proposal for making the playing field available for home matches next year was discussed and will be further considered when formal plans are submitted and outstanding issues are resolved. A formal cricket club agreement is hoped to be finalized in the near future.
· Andrew Green, the long standing Treasurer has advised that he will resign from the committee at the end of the financial year, thanks was expressed. A replacement Treasurer is being actively sought with the position to be advertised in the Bardwell news.
· The requirement for additional storage at the playing field has been discussed and it was recommended that a shed extension be built if contributory grants can be obtained. Progress to be reviewed.
· The next date for a working party has been fixed for the 12th January with all help given being much appreciated by the committee.
· The next meeting of the BPFA committee has been fixed for the 29th January.

11. Planning Matters.
TCA07/1542: Mrs. Whitton: Hillfield Cottage, Low Street, Bardwell – Crown Lift to 2 metres one Ash tree and reduce height by 40% and width by 30% to approximately five Leylandii trees.  
Trees in Conservation Area Notification – No objections were raised.
SE/07/1533: Mr C A & Mrs R L Roberts: Blackwater Farm, Spring Road, Bardwell – Change of use of one room to a gallery for the display and sale of home produced craft and other related items (renewal of SE/06/2399).      Permission Granted.
SE/07/1411: Mr Paul Clements: Manor Farm, Spring Road, Bardwell – (i) Continued use of buildings for equine business use; (ii) continued use of land for paddocks associated with equine use; (iii) retention of horse walker and (iv) retention of 3 stable blocks.  Permission Granted.

SE/07/1562: David Edward Williams: Walnut Tree Cottage, Up Street, Bardwell – Erection of a summer house.       Permission Granted.
SE/07/1568: Mr & Mrs Bareham: The Stores, Up Street, Bardwell - Reinstate original roof to front including dormer windows and insertion of rooflights to front and rear elevations (amendment to scheme SE/07/0761).       Permission Granted.
TCA07/1520: Mr & Mr Finn: Cleveley, Low Street, Bardwell – Coppice one Hazel tree; fell one Leylandii tree and crown lift one Pine tree.   
The application in respect of the above-mentioned proposal has now been considered by the Borough Council as Local Planning Authority and no objections were raised.
TCA07/1517: Nicholas Sarson: Brooke House, Low Street, Bardwell – Reduce height by 50% to one Sycamore tree.

12.9. Progress of 06/07 Audit: The audit is currently with Lubbock Fine.
12.10. The Church of St Peter and St Paul, Bell Restoration Project: Still awaiting documentation of costs from The Bells Committee.

14. Questions to Chairman
The issue of the closure of Post Offices was raised. The PC will be expected to place a response regarding their support for the Bardwell Post Office not closing. Cllrs were requested to consider what should be included in the response.

Highways issues were also raised. A 30mph speed limit sign has been vandalized. The light vehicles only sign in Quaker Lane has still not been replaced and pot holes around the village have still not been repaired. The clerk reported that work on the pot holes has been chased and was advised that these would be repaired shortly.    Action Clerk
