Declarations of Interest. No declarations of interest. 3. Minutes of 6th May 2008. Minutes were signed as a correct record. 4. Matters arising from the minutes. Equine Use of Agricultural Land The clerk had contacted the planning department to confirm if using agricultural land for equine grazing would be classed as ‘change of use’. After discussion it was discovered that Cllr Brown had been given contradicting information so it was decided that the issue should be referred to planning. A letter is to be drafted in relation to the previously refused application for the land off Glassfield Road and that adjacent to Davey’s Lane. Meeting Adjourned. 5. Meeting Open to the Public. The member of the public asked for an update on the issues at Bardwell Hall. The Chairman stated that the appeals made had been overturned and that costs had been awarded to both County and Borough Councils. Suffolk County Council is currently taking action on the enforcements and the Parish Council are continuing to keep pressure on both the Borough and County Councils until satisfactory closure has been reached. After a recent email from the Chairman the Parish Council had been informed that work had begun to make repairs to Bardwell Hall and that Suffolk County Council were taking prosecuting action against the owners and had already attended five hearings regarding the outstanding compliance with enforcement notices. 6. Report by County Councillor Joanna Spicer (Email) The A143 will be closed at Stanton at the end of June for re-surfacing. An update on enforcement action being taken by Suffolk County Council is been reported to our development control committee next week. We can expect to have some Spring Road pavement plans to discuss soon and we have been informed that this is "fully funded" in this financial year. There are no start dates for 20s Plenty but work should commence shortly. County Cllr Spicer is in receipt of the speed guns and will now meet police to discuss how these can be used - more details next month Report by WPC Whittaker There is one crime to report since the 6th May 2008: Theft of an Ifor Williams trailer on 25/05/08 from Bowbeck. There has also been a report that traffic has been travelling at excessive speeds along Spring Road into Bowbeck. When the issue was reported to the Police the resident was asked to take note of vehicle registration numbers to refer to the police. The Police also advised the resident to contact the Parish Council and the Neighbourhood Watch for assistance. The resident then wrote to the Parish Council and the Chairman emailed Ixworth Police detailing the query. It was felt that the Police should have offered more assistance and that this dismissal was not acceptable, the accidents on the Bowbeck cross-roads support this.CPO Lindsey Whittaker had responded to this email. She reported that the area was not appropriate for speed checks. The email has been forwarded to County Cllr J Spicer. Although the Parish Council sympathise with the parishioner it was not felt that any further assistance could be provided. Meeting Reconvened 7. Report by the Chairman Horses, walkers and riders After the email discussions regarding a report from a dog owner, and also due to other issues which have arisen between riders and walkers, it was decided to circulate notices around riding establishments and in the Bardwell Village News. Horse riders are as welcome in the village as walkers and this needs to be reiterated within the notices. Once a final draft is agreed the clerk is to circulate to all the riding establishments. Light Pollution The letter has been redrafted as discussed at the last meeting. Clerk to ask what the planning officers have done so far regarding the lights at Manor Farm. 8. Report by the Clerk The Cllrs were asked if they could complete new declarations of interest. The clerk will circulate copies of the previously completed form for assistance. 9. Report from BPFA Andrew Green, the previous Treasurer has been replaced by Barbara Sanderson while Delyse Ray was replaced by Christine Banes as minute secretary, both with effect from 22nd May 2008. A new division of committee responsibilities was agreed. A five year plan is to be produced in the near future, for presentation to the Parish Council, to look at ongoing funding required. Fete arrangements have been discussed in full and the necessary actions arranged and recorded. The Cricket Club agreement will be forwarded by Dave Ray for formal signature shortly. Work is expected to commence on the storage shed extension next week. The next date for a working party has been fixed for the 7th July. A list of 2008 projects has also been presented to the committee. The next meeting of the BPFA committee has been fixed for the 24th July at the Pavilion at 7:30pm. After the resignation of Cllr Ray it was noted that the Parish Council no longer has two representatives on the committee. Cllr Brown nominated that Cllrs Sanderson and Banes become the Parish Councils representatives. This was unanimously agreed. 10. Report by the Village Plan Group Households should now have received the Housing Needs Survey and it has been provisionally agreed to do a polite reminder sweep on the 12th June. It has been reported that 12 responses have already been returned of the estimated 328 delivered. Phase two will be to review the current Village Plan. This will commence with an open discussion organised as a public meeting. It was suggested that there be an extra area, for any additional issues, in the new questionnaire. Maybe also an area for young people to make their comments. The next meeting is scheduled for 2:30pm on the 26th June at Lavender Barn. 11. Planning Matters SE/08/0421: Thomas Beaven: Place Farm House, Bardwell – Erection of 2 no. porches.. Permission Granted SE/08/0423: Thomas Beaven: Place Farm House, Bardwell – Listed Building Application – (i) Erection of 2 no. porches (ii) replacement of 11 no. windows as per schedule of works to windows (iii) enlargement of dormer window on west elevation (iv) replacement of 1 no. door (v) internal alterations as per schedule of works. Permission Granted Woodland at Wyken Road/Glassfield Road, Bardwell - St. Edmundsbury Borough Council Tree Preservation Order 2008 (478) A large part of the woodland, previously situated at the end of the runway, has already been removed. It is also believed that the trees in the remaining woodland have been thinned. The clerk advised the Cllrs that a response should be made as this was only a temporary preservation order. Cllr Felton agreed to draft a letter. Light aircraft has also been witnessed using the site. The legal position of this use is to be checked. Glassfield Road This site still seems to be used for landfill. Contact has been made with SCC and SEBC. The site was due to be monitored but no report of findings has yet been received. It was requested that vehicle registration numbers be noted if possible. Also any witnesses or details of the deposits being made would also be of assistance. There is a truck being used which does not display a registration plate and therefore can not be road taxed or insured. The vehicle has also been seen travelling back from Barningham. This is to be reported to the police. There are diggers working on the land but their work is obscured by bales of straw. The village does not want this to become another site with the problems experienced with Bardwell Hall. County Cllr Spicer is to be asked for a report back on the SCC development control regarding enforcement. Two lorries were seen unloading more vehicles at the Bardwell Hall entrance. Cllr Bull congratulated the Cllrs on all their hard work towards Bardwell Hall. It was felt that no action would have been taken without the persistent effort from the Parish Council.
12. Accounts Clerk's Salary for May Litter Picking for May Hire of Tithe Barn Suffolk County Council – Bardwell Village News Review of bank statements. Internal audit – The clerk is still chasing the missing bank statements but once these are received the Finances will be ready for Audit. 13. Correspondence 14. Questions to the Chair The Bardwell Village sign has been damaged and it was unknown as to who is responsible for the repair. This is to be investigated. Clerk to report a hole in the road to the front of the Tithe Barn. There is still a children crossing sign in Spring Road which needs to be replaced and a horses crossing sign in Ixworth Road which is still missing too. The gulleys in Spring road are also blocked again. These issues are to be referred to Highways urgently. It was reported that there are currently 27 attending the Pensioners lunch at the Dun Cow. 15.
