Parish Council Minutes - Tuesday 1st July 2008

1. Apologies for absence.

3. Minutes of 3rd June 2008.
Minutes were signed as a correct record.

4. Matters arising from the minutes.
Light Pollution.
Draft letter approved and circulated to the agreed properties.
Letter sent to St Eds BC re Planning Approval for Manor Farm

Approved letter circulated to riding establishments. Notice also posted in the Bardwell Village News.

It has been discovered that it is only the frame of the sign which is damaged. Cllrs Sanderson and Felton are storing the faces until the frame is repaired.

5. Traffic Diversions
It was felt that the recent diversion on the A143 between the Barningham and the Walsham Le Willows junctions was badly managed. This resulted in articulated lorries attempting routes through the village and many vehicles causing gridlock on the lanes as they were unable to pass each other. The general opinion was that this could have been prevented by a better diversion route and also smaller sections being closed off at a time. C Cllr Spicer agreed that there had been a number of complaints regarding the length of the diversion. However, SCC had supported this diversion and it should have prevented traffic through the villages. It was also pointed out that the road was only closed for a short period and was kept open during busy hours of the day. If Highways had closed one side of the road at a time then both costs and length of the works would have increased. There are more road works to follow.

7. Report by County Councillor Joanna Spicer
Issues regarding the Bowbeck Crossroads are still a concern. Several possibilities were discussed but it was agreed that the main cause is irresponsible driving habits.

County Cllr Spicer is in receipt of 2 second hand laser guns. It is important that if there is public support that it is endorsed by PCs and assist in seeking volunteers. The volunteers would carry out duties in other villages rather than their own. Full training will be carried out by the police. The police will still have a statutory requirement to police traffic over and above these voluntary activities. There will be an exploratory meeting on 1st September to discuss who would like to be involved. Cllr Sanderson and Cllr Brown volunteered to attend. Those performing the monitoring will be issued with jackets and forms to record information. Those witnessed speeding will be sent a letter in the first instance, a final warning in the second instance and legal action will be taken if witnessed speeding in a third instance.

SCC are currently monitoring the Glassfield Road site. C Cllr Spicer will ask Paul Fenton to visit the site. Cllr Sanderson requested that a meeting be arranged between SCC and the PC to discuss issues regarding Bardwell Hall and Glassfield Road.

Cllr Smith asked if SCC had responded to the plans to change flight plans at Stanstead. C Cllr Spicer informed Cllr Smith that SCC had sent a formal objection to the plans.

It is expected that there will be an announcement regarding the reorganisation of local government in Suffolk by the Boundary Committee next week.

There are 5 crimes to report since 1st June 2008

In the late to early hours of 18/06/08 an unknown offender has caused damage to a kitchen window by smashing the glass with an iron bar in Lammas Close.
Overnight between 03/06/08 and 04/06/08 an unknown offender forced entry through three secure doors to the rear of a property in Bowbeck. The offender then proceeded to steal a copper tank from the kitchen of the property.
Overnight between 11/06/08 and the 12/06/08 an unknown offender gained entry to a building site on Church Lane. They entered the grounds of the site that is being renovated and stole a large generator from the garden of the site.
Over a two day period between 11/06/08 and 13/06/08 an unknown offender forced a padlock off a secure shed situated at a property in School Lane. The offender then stole a large blue plastic container of various tools.
Overnight between the days of 11/06/08 and 12/06/08 an unknown offender gained entry through a window of a property on Ixworth Road. The offender proceeded to steal china and champagne. Damage has also been caused to a lead pump on the property.
All four burglaries have been linked and are being investigated fully by the Police.

It was also noted by the Police that there have been reports of an unregistered vehicle driving through the village. This is to be investigated.

8. Report by the Chairman
A letter has been received from a resident of Up Street reporting that vehicles have continued to  obstruct the entrance to The Old Rectory. This and the large pot holes by the entrance to the Tithe Barn were reported to Highways. Jim Fletcher has also been informed for the purpose of asking committees, using the Tithe Barn, to speak to their members. Hopefully this will assist in preventing further obstructions. The PC will also write to the Highways Dept

9. Report by the Clerk
Each of the Cllrs were given a copy of the last Register of Interests that they completed. Cllrs were asked to check that there should be no amendments. Clerk to be provided with amended reports or confirmation that no changes are required.

10. Report from BPFA
Work on the storage shed extension has commenced. Coaching is currently being organised for the summer. The Fete was successful despite the weather. The cricket nets are almost finished. Cricket coaching has been organised for Wednesdays during the summer.

11. Report by the Village Plan Group
Delivery of the survey packs went smoothly. 148 questionnaires have been received back so far by Suffolk Acre. They will make a report of the results in the Autumn. The Bardwell Village Plan Group will then decide what further action should be taken. A General review of the Village Plan will commence in September.

The last BVPG meeting was attended by the Vice Chairman of Pakenham. Events currently on the calendar are: Village Stroll, Elderly Lunch, Village lunch and afternoon tea. 26 People attended the lunch club at the Dun Cow on 17th June. Both the food and the service were excellent.

Andrew thanked the members of the BVPG for their efforts so far.

12. Planning Matters
TCA08/1624: Mr B Jones: Briar Cottage, Knox Lane, Bardwell – Trees is a Conservation Area Notification Fell two Leylandi trees        Permission Granted.
SE/08/0888: Mr & Mrs Peachment: Land adjacent to Beech Farm, The Green, Bardwell – Planning Application – Erection of (i) detached bungalow; (ii) cart lodge (following demolition of the existing barns) (revised scheme).
No objections in principle. Cllrs did feel that the height should be monitored so that it does not overpower the neighbouring property.

Review of bank statements.
The 2007/2008 audit figures were reviewed and approved. There is one statement missing from a MUGA account. Once this is received it was agreed the finances would be ready to sign off for internal audit. This was proposed by Cllr Ray and the motion seconded by Cllr Brown.

It was asked that the clerk check the planning application for the current build on the land off Low Street, adjacent to Knox Lane. Confirmation of the number of properties permission was given to erect.

The final draft of the Emergency plan has been provided to SEBC, each member of the management team and the clerk. It was also noted that parishioners should make sure they are aware of the vulnerable or elderly within the village.

Cllr Smith informed the PC that Suffolk ACRE is to quote for assisting in the next step of the Village Plan.

Both the Children and Horses Crossing signs have not yet been repaired. The “Bardwell” sign on Ixworth Road has been vandalised. The speed sign as you head towards Ixworth Thorpe is missing leaving just the post. These issues are to be chased with the Highways department.
