Parish Council Minutes - Tuesday 2nd September 2008

1. Apologies for absence.
Cllrs G Brown, K Bull and Borough Cllr J Hale.

2. Declarations of Interest.
No declarations of interest.

3. Minutes of 1st July 2008.
Minutes were signed as a correct record.

4. Matters arising from the minutes.
Light Pollution.
No response has yet been received regarding the light pollution letter sent to SEBC. Clerk to chase.

Bardwell Village sign.
The signs may need some restoration before they are replaced. Cllr Felton and Cllr Sanderson are to review.

Glassfield Road.
It was decided that the PC should wait until after the imminent court case before meeting with Planning enforcement. C Cllr Spicer and Cllr Sanderson are to confer and agree dates to suggest to Planning enforcement.

New houses on land adjacent to Low Street.
There were two planning applications for the land off Low Street, adjacent to Knox Lane. The Clerk confirmed that the land was divided into two sections with permission granted for the erection of 6 houses on one section and another one house to the rear of The Cottage.

Highways Issues.
The children crossing sign by the playing fields has not yet been replaced, nor has the speed limit sign on the road to Ixworth Thorpe. Clerk to chase.

Hedge Cutting
Clerk to write to Jim Nunn regarding the hedge cutting. The Hedges are now obstructed road signs in many places.

5. Meeting Open to the Public. (Four members of the public present)
There is a large hole in the pathway between Up Street and The Croft. The Clerk agreed to report this to SCC for urgent repair.

The footpath which leads from The Croft to the Churchyard is extremely overgrown with nettles. Cllr Felton volunteered to arrange for this to be cleared.

An update on the situation at Bardwell Hall was requested and the public were brought up to date by Cllr Sanderson.

6. Report by County PCSO Jonathan Burke
There are two crimes to report since the last meeting.
There was a report of forced entry into the metal shed at the sports pavilion. Nothing seems to have been taken but there were damages to the value of £200.
On the afternoon of the 26th August the protective glass was damaged on one of the floodlights

A message has been circulated amongst officers to be aware of a dumper truck which is being driven without registration plates. An investigation is ongoing.

PCSO Jonathan Burke left the meeting at 7.55pm

Report by County Councillor J Spicer
C Cllr Spicer was informed that the Clerk had received notification that work was about to commence on the footpath along Spring Road. However, the PC has not yet received any proposals. C Cllr Spicer is to speak to Highways in regard to supplying the plans.

There is a 12 month review on the prohibition of entry at The Green. Any comments are to be returned to SCC.

The Speedwatch meeting was well attended. Cllrs agreed that they would support the idea as long as volunteers can be found. Another article is to be placed in the BVN asking for support and volunteers.

7. Boundary Committee
Cllrs Felton, Ray and Smith attended the Boundary Committee meeting. Cllr Smith circulated a summary of the meeting. SEBC is to hold a meeting on the 5th Sept which is to be attended by Cllr Brown, Cllr Ray, Cllr Sanderson and Cllr Smith.A deadline of the 26th September has been issued for a response.
The SALC/One Suffolk presentation did not go well. There was a severe lack of financial information, even though two of their five criteria were value for money and affordability. When pressed about the West Suffolk option the speakers were unable to provide and reasoning on how the area would be divided.

C Cllr Spicer informed the PC that the finances are due to be published on Friday 5th Sept. The PC felt that it was not realistic to have such a tight deadline when the SCC themselves have not yet reviewed all the financial information. After querying how planning would be efficiently dealt with, C Cllr Spicer informed the PC that there was a proposal for 5 sub-committees for planning although this may have now changed to 6.

There are currently seven District Councils and there was concern that One Suffolk would be too large to be able to provide local attention.

It was agreed that Cllr Sanderson would draft a response and circulate for approval.

8. School Road
There have been a number of near collisions, by the driveway to The Watermill, due to speeding vehicles travelling down School Lane towards Ixworth Thorpe. This is dangerous for the vehicles using the entrance to The Mill. Cllrs are to review the site and make suggestions about what may improve the issue.

9. Tithe Barn
A letter has been received from the Tithe Barn inviting the PC to provide representatives on their committee. Cllr Smith volunteered to act as a representative for a 6 month period

10. School Bus Route
After a parishioner voiced concern over the Bowbeck Crossroads being used as a school bus stop. Both WPC Whittaker and the PC have written to Mr Coxon, Education, asking for the transport arrangements to be reviewed.

11. Report by the Chairman
The Big Tidy Up. Litter pick to be arranged for the end of September. Cllr Brown has volunteered to arrange.

12. Report by the Clerk
The vandalised Bardwell sign by Bardwell Hall has now been replaced.

13. Report from BPFA
The Shed extension has now been completed. The grass cutting has improved since being taken over by the Cricket Club.

14. Report by the Village Plan Group
Suffolk ACRE are going to be making a presentation at Octobers PC meeting. The next meeting will start at 7pm to facilitate this. Cllr Smith will draft a notice for the next BVN. The formal presentation for the Village Plan will not be made until decisions have been made regarding several issues.

15. Planning Matters
SE/08/0888: Mr & Mrs Peachment: Land Adjacent to Beech Farm, The Green, Bardwell – Erection of (i) detached bungalow; cart lodge (Following demolition of existing barns) (revised scheme) revised details of boundary wall.      Permission Granted

TCA08/1649: Mrs J King: The Old Rectory, Up Street, Bardwell – Trees in Conservation Area. Notification. Fell eight trees – one crabapple, two cherry, one laburnum, two pear and three conifer.
The matter has now been considered by the SEBC as Local Planning Authority and they have confirmed that there is no objection to the planned work.
