Parish Council Minutes - Tuesday 7th October 2008

1. Apologies for absence.
Cllr K Bull, County Cllr Joanna Spicer and Borough Cllr J Hale

2. Declarations of Interest.
No declarations of interest.

3. Minutes of 2nd September.
Minutes were signed as a correct record.

4. Matters arising from the minutes.
 Glassfield Road.
 It was confirmed that Cllrs Sanderson and Felton will be meeting with SCC and SEBC on 22nd  October and will report back at the next meeting.   Action: Cllrs Sanderson/Felton
 
 Hedge Cutting.
 The Clerk was asked to notify Jim Nunn (SCC) that Spring Road will be closed for the next 4 weeks  which will present an ideal opportunity for hedgecutting on County Farms Land.
           Action: Clerk

 Footpath.
 The Clerk confirmed that repairs have been carried out on the footpath between Up Street and The  Croft.

 Road Junction – The Green
 Cllrs confirmed that they were content that the road junction changes were proving successful.

 Speedwatch.
 There have been 4 volunteers for the Speedwatch initiative. The details will be forwarded to CPSO  Jonathan Burke, copy to County Cllr Spicer.      Action: Clerk

 Boundary Committee.
 Bardwell PC’s response to the proposed changes has been forwarded to the Boundary Committee.

 School Lane.
 Cllrs agreed that action is required and that cutting back the hedgerow should reduce the danger of  vehicle collisions at the entrance to the Watermill. The Clerk will contact SCC. Action: Clerk

Tithe Barn
Cllr Smith reported attendance of the last Village Hall meeting and commented on the amount of work that the Barn requires, such as heating, lighting, roof, furniture and floors. The Chairman stated that grants are available for Village Halls.

 

School Bus Route
An email had been received from County Cllr Spicer who would be supporting a proposal to review the transport arrangements for school children living in Bowbeck. A second copy of our letter has been sent to her.

Countryside Forum
Cllr Ray reported back attendance of the forum with Cllr Felton. As a result of the forum, Cllr Ray will be liaising with the Village Plan Group regarding the network of footpaths around the village. There was a talk by Guy Ackers (Suffolk Hedgerow) regarding progress and Cllr Felton will be taking this up with BEST.         Action: Cllrs Ray/Felton

5. Meeting Open to the Public. (two members of the public present)
Confirmed the need for available housing but Havebury must be consulted regarding the over/under occupation of their properties to identify numbers living in each property. It was suggested that the Village Plan Group, along with Suffolk ACRE, should take this on.   Action: Cllr Smith

7. Traffic Diverted from A143
In the absence of County Cllr Spicer and the Police, it was decided to defer this topic until the next meeting. What was agreed is that diversions set up by the Police, following road traffic accidents on the A143, or A1088, could be managed more effectively, avoiding the resulting gridlock in Bardwell.
Cllr Spicer and PCSO Whittaker will be notified     Action: Chairman

8. Report by Chairman
Email received on village website complaining about the lack of information and notice from the PC regarding the Spring Road closure. A reply has been sent informing resident that Highways were late in confirming work schedule.

Clerk received email from resident next to playing fields complaining about cricket balls landing on property. Email will be acknowledged and resident notified that this has been referred to the Cricket Club.            Action: Clerk

9. Report by the Clerk
Nothing to report as items already covered.

10. Report by BPFA
Bardwell Charity Trustees have supplied £500 towards Seats and Picnic Tables for the playing field and. BPFA will fund the remaining £1,130. The cricket club is now playing matches at the playing field and the agreement signed. An unfortunate incident at Foxglove Cottage was reported, with liability, if any, to be born by the cricket club. The annual Pavilion deep clean is to be arranged after the work party of the 11th and a
Quiz night has been confirmed for the 24th October.
The next meeting of the BPFA committee has been fixed for the 25th November at 19.30 hrs with work parties arranged for 11th October when drainage gullies will be filled. A list of longer term maintenance costs is to be developed and funding, if any, above that already supplied ascertained.

11. Village Plan Group
Cllrs agreed the Housing Needs Survey had identified a requirement for affordable housing and agreed to move forward with the process. This was proposed by Cllr Ray, seconded by Cllr Felton and agreed by all Cllrs.
Cllr Smith will liaise with Suffolk ACRE, PC and Village Plan Group to arrange presentations from Orwell, Hastoe and Suffolk Housing/Iceni.                   Action: Cllr Smith

12. Report by Cllr Delyse Ray
Parish Council Training – Cllr Ray produced a useful document from SEBC Planning Dept. that explained the planning process, including enforcement and contact details. Cllr Felton undertook to get a copy for circulation.         Action: Cllr Felton
Local Development Framework - following attendance of a conference at SEBC Cllr Ray reported on the LDF regarding proposed sites and development. There will be a 9 week consultation window from early November until 5th January 2009 and we need to comment even if it is to support the proposals. Even if Bardwell is not mentioned, activities in other villages/towns may still affect this Parish. Parishes are statutory consultees.
Cllr Ray urged the PC get involved in the East of England Plan. Consultation would run through to May 2009 and assistance can be given to PC’s including training Clerks to complete the process online.
There will be additional planning workshops, drop-in sessions, leaflets and correspondence.

13. Planning Matters
SE/08/1284: Mr & Mrs Hoblyn: Barn at Mansard House, Low Street – erection of extension to provide office, stables and tack room.
SE/08/1286: Mr & Mrs Hoblyn: Barn at Mansard House, Low Street – erection of extension to provide office, stables and tack room.
The PC offered no objection to these applications as long as permission is only granted on condition that the development is restricted to personal use only.

TPO302(1973)6-Tree Preservation Order Application: Bardwell Charities: West of Green on grassed area, to front of Knotty Poplar, The Green – mature native black poplar – reduce height by approx. 8 metres and shorten lateral limb, extending toward power lines on Southern side of crown by approx. 3 metres.
The PC offered no objection to this work and noted that Bardwell Charities have taken advice, from an arboriculturist, that the tree has a fungal infection.

SE/08/1270: Mr N Frost: Land off Wyken Road, Stanton – Change of use of land from agricultural to microlight landing strip and retention of building for the storage of one microlight for a temporary period of two years.
The PC expressed concern over the number of proposed flights and felt this should be restricted to a maximum of 28 per month.
The PC also wanted a condition imposed so that only the applicant would be granted permission to fly from this site.
If these conditions are imposed the PC agrees to the proposal. The PC will query why Cessna light aircraft have been seen flying into and away from the strip and whether this is permitted without planning consent and would also query why this development should be allowed in an area of open countryside, when recent application SE/07/1406 was turned down for this reason.

SE/08/1294: Mr Bewley: 3 New Chalets, Church Rd. – erection of a porch to front elevation.
 The PC commented that the porch is extremely large, relative to the size of the dwelling. The roofline does not fit sympathetically with the rest of the structure. It is in the conservation area and was originally built in line with surrounding cottages .Concern also expressed that the plans do not show position of the porch in relation to footpath running parallel to front of the property and leading to the cottages adjacent to it.

TCA08/1654: Mr P Mitchell: The Guildhall, Quaker Lane – Trees in a Conservation Area. Notification. Beech (1) – selectively reduce lateral limbs in tower crown on south/south west side of tree by approx. 2 metres, crown lift to 3.5 metres and clear phone lines. Beech (2) – Crown lift to 3.5 metres and clear phone lines.
This matter has now been considered by SEBC as Local Planning Authority and they have confirmed that there is no objection to the planned work.

TCA08/1655: Mrs Yvonne Green: Dunlap House, Quaker Lane – Tree in a Conservation Area. Notification. Fell six Leylandii trees.

15. Correspondence
A number of envelopes containing correspondence were already in circulation. A document about Suffolk Local Involvement will be circulated.     Action: Clerk

16. Questions to the Chair.
Cllr Felton reported that part of the galvanised railings had been removed at the end of the footpath in Spring Road, opposite the playing fields and needs reporting to SCC   Action: Clerk
It was noted that pigs had been loose in Ixworth Road and Glassfield Road and should be reported to the Police.          Action: Clerk
