Parish Council Minutes - Tuesday 7th April 2009

1. Apologies for absence.
Borough Cllr J Hale.

2. Declarations of Interest.
No Declarations.

3. Minutes - Minutes of the meeting of 3rd March 2009 agreed and signed as a correct record.

4. Matters arising from the minutes
 Daveys Lane.
C Cllr Spicer is scheduling a tour of the ward with John Boutcher and will be reviewing Daveys Lane at this time.
Road Safety on the A143.
C Cllr Spicer is still trying to obtain accident data for the region. PC Whittaker stated that she is still waiting for a response from Sergeant Phil Smith. The PC explained again that they felt there should be separate diversions for traffic flow in each direction and PC Whittaker agreed that this seemed a good idea. C Cllr Spicer is to write to Highways and Traffic Police.
Spring Road Pavement.
Guests for the football games are still parking on the pavements on Sundays. The PC agreed to write to the WASPS manager regarding these issues. It was also reported that one of the rungs on the fence was broken and this is to be reported to Highways.     Action: Clerk
Skinners Lane.
Clerk has received a second letter from the residents of Skinners Lane. The correspondence is to be sent to SCC and C Cllr Spicer. C Cllr Spicer is to ascertain whether County Farms, as owner of the land either side of the lane, is responsible.       Action: Clerk
 Bowbeck.
 C Cllr Spicer reported that her attempts to achieve free school transport had failed.
 The Green.
Investigations continue regarding the drainage issues at The Green. The water does not seem to be escaping. SCC has previously cleared the drain and this rectified the issue for a time. Request for the drain to be cleared is to be made again.       
Bardwell Hall.
Cllr Sanderson wrote to Jane Stanley who replied that Bardwell Hall issues were to be considered at their next meeting. It is believed that further repairs have been made to the building.
Ixworth Road.
PC Whittaker reported that the police did visit Bardwell Hall and request that the mud on the road was cleared. Although this was cleared there has been further use of the new entrance on the corner which has resulted in further debris. The mud on the road and the new entrance to be reported to Jane Stanley.
Quality Parish Status.
Clerk reported that she had requested further details of requirements from SALC.
SID data.
This has been requested from SCC.
Councillor Training.
Delyse Ray to attend Councillor Training Course at Barningham. The PC confirmed that the costs would be covered.

6. Report by County Councillor Joanna Spicer
The Borough offices have almost completed their relocation to Western Way.

Report from Police.
There have been two crimes to report since the meeting on the 3rd February. A resident of Lammas Close was arrested for these.

PC Whittaker will be taking a 2yr career break from 27th April 2009 and her job will be advertised. Inspector Calton will be covered temporarily by Acting Inspector Paterson. Next week there will be two new PCSO’s starting. They will be assisting with the North Safer Neighbourhoods Scheme.

The PC asked PC Whittaker if she had any details of the Road Traffic Accident which they believed to have happened in Bowbeck. PC Whittaker did not know f this incident. It was reported by a Cllr that there had been a letter in the BVN claiming that the PC had not done enough to make this area of road safer. Cllr Felton reported that the new hedgerow planted at the Bowbeck crossroads could be impairing views. This is to be monitored.

The Chairman thanked PC Whittaker for her work in the village in recent years and wished her well for the future.

7. Annual Parish Meeting.
It was agreed to send invitations to organisations in the village. They will be invited to make a 3 minute talk at the Annual Parish Meeting to be held at 8:00pm on Tuesday 12th May 2009.

10. Report by Village Plan Group
Hastoe Housing has approached the land owners of the proposed land and has received positive response.

Recent discussion in the BVPG have been over how best to question the community on what they may or may not wish to see in the next village plan. The group feel that they are limited on their capabilities and were shocked by the amount that Suffolk ACRE was quoting for assistance. Possibilities for reducing costs were discussed. It was agreed that the Village Plan Group will arrange a meeting itself later in the year without the involvement of Suffolk ACRE.

11. Report by BPFA
There was a meeting of the BPFA held on the 24th March.
It was agreed that the BPFA will seek funding from the PC and through a rural initiative grant, each for 50% of the capital works for the replacement of the boundary fencing between Manor Farm and the Playground area. As previously reported should a youth shelter and provision for older children's play equipment be required further grants from the Parish Council and other organisations would be needed. Although the pavilion can, with ongoing maintenance, be considered adequate, any future replacement cannot be funded by the BPFA and will require grants in the longer term. The cheese and wine party of the 20th March, although making less money than last year, was well attended and socially a success.  Following discussions with the Bardwell Cricket Club regarding grass cutting arrangements, mutually satisfactory agreement was obtained with a modified 2009 agreement drawn up and agreed by both parties. The next meeting of the BPFA committee has been fixed for the 21st May at 19.30 hrs with a work party arranged for the 18th April at 2pm. The AGM was confirmed for the 12th May at 19.30hrs, prior to the annual Parish meeting. The annual Fete will take place at 2pm on the 20th June. Quiz night is proposed for the 23st October at 19.30hrs.

SE/09/0258: Mr Bewley: 3 New Chalets, Church Road, Bardwell – Erection of porch to front elevation (Revised scheme to SE/08/1294).  Planning Application
A vote was required regarding this planning application. Three Cllrs felt that although this planning application was better than the previous submission it was still too big and had a detrimental effect to the symmetry of the row of cottages. Four Cllrs voted for no objection to the application.
Response to be made from the PC: No Objections

TCA09/1740: Dr Bull: Moat House, Spring Road, Bardwell – Hedge adjacent to eastern boundary – face in line with boundary fence between oil tank at southern end and running to corner at north end (length to be cut so corresponds with newly planted hedge on Manor Farm side of boundary)
The application has now been considered by Borough Council as the Local Planning Authority. They have confirmed that there is no objection to the proposed work.

TCA09/1740: Mrs Delyse Ray: Chapel Cottage, Ixworth Road, Bardwell – Trees in a conservation are Notification – (i) Irish Yew – crown and reduction to 2.7 metres high and 2.4 metre spread; (ii) Irish Ash – pollard to 2.7 metres high; (iii) Ash – Fell; (iv) Laburnum – Fell; (v) Oak – crown lift to 1.8 metres high; (vi) Oak – crown lift to 2.7 metres and 40% crown reduction on eastern side; (vii) Oak – crown lift to 2.7 metres and 30% crown reduction on western side; as amended by email received 12 March 2009 deleting works to Beech Tree.
The application has now been considered by Borough Council as the Local Planning Authority. They have confirmed that there is no objection to the proposed work.

BPFA - Fencing project – It was agreed that there would be an allocation of £1215 towards the project.

Tithe Barn Assistance to Reclaim VAT – There are three projects which the Tithe Barn are planning on implementing. (i) Halogen Heaters and upgrade of lighting, approx £3500. (ii) Hearing Loop, approx £1418 and (iii) 100 new chairs, approx £3500-£6500. The Tithe Barn would like to apply for a Rural Grant to assist with these and asked for assistance from the PC. They requested that the PC consider setting up a PC account for these projects to facilitate the possibility of reclaiming VAT. Cllr Sanderson had investigated the legalities of this and noted that the account must not receive monies via the Tithe Barn. All grants would need to be paid via the PC account. It was agreed that a current account would be set up under the name of:
Bardwell Parish Council – Tithe Barn a/c
A letter would be written to Tony Herron requesting that quotes and invoices be made out to the PC.

14. Correspondence.
Lubbock Fine - Three letters have been received from Lubbock Fine regarding outstanding payments and additional charges. It was agreed that Cllr Banes and Cllr Smith are to consult with the clerk regarding these matters and prepare a report to be produced at the June meeting.
Boundary Committee – It was agreed that the PC would resend the previous comments with a covering letter.         Action: Cllr Sanderson

There were concerns over the speed at which correspondence was being circulated by the clerk. Methods to be revised to ensure vital information is not missed or passed deadlines.

15. Questions to the Chair.
Thanks were passed to the Cllrs for assistance provided for the Litter Pick. Eleven people helped and 25 sacks of rubbish were collected.

Pot holes outside both Minden House, Blackwater Farm and at the entrance of the drive to Waltham House, Quaker Lane. There is also damage to the road surface at the junction of The Green/Quaker Lane and the Bowbeck crossroads. These are to be reported to Highways.  Action: Cerk

There has been a report that some residents are burning household waste on Bonfires. Note to be placed in the BVN regarding this.

It is believed that Richard Reynolds and Keith Anderson of Bardwell Hall may have obtained a new HGV licence in the name of Reynolds & Anderson Road Haulage. This has not been confirmed but is to be reported to Jane Stanley.

There have been a number of caravans and motor homes accumulating in Davey’s Lane. Planning Enforcement is to be notified.

The Parish Conference to be held on the 30th April is to be attended by Cllr Ray and Cllr Felton.
