1. Apologies for absence. Cllr W Banes, Borough Cllr J Hale. 2. Election of Chairman. Cllr Peter Sanderson was proposed and unanimously elected as Chairman of the Parish Council for the coming year. 3. Election of Vice Chairman. Cllr Barry Felton was proposed and unanimously elected as Vice Chairman of the Parish Council for the coming year. 4. Declarations of Interest. Cllr Ray declared an interest in planning application: TCA09/1761: Councillor David Ray: Chapel Cottage, Ixworth Road, Bardwell – Reduce crown by one third to one Beech tree. Trees in Conservation Area Notification Cllr Smith declared an interest in planning application: SE/09/0413: Andrew Smith: Lavender Barn, Bowbeck, Bardwell – Internal alterations and remedial works as detailed in the Design and Access Statement. Listed Building Application . 5. Minutes - Minutes of the meeting of 7th April 2009 agreed and signed as a correct record. 6. Matters arising from the minutes C Cllr Spicer entered meeting at 7:50pm Bowbeck Crossroads Road repairs have been carried out at the crossroads but the cow parsley has grown and is already impairing drivers’ views. It was reported by C Cllr Spicer that SCC would be doing more cuts at junctions though this has not yet commenced. An email is to be sent to Highways. Action: Clerk Highways issues. C Cllr Spicer is re-scheduling a tour of the ward with Highways, John Boutcher, and highways issues at this time. BPFA Fencing Project. SEBC have approved Rural Areas Community Initiatives Grant for the project. Road Safety on the A143. C Cllr Spicer has spoken to Stanton PC and she has now written to the Police requesting that they liaise with Highways. Skinners Lane. C Cllr Spicer confirmed that Skinners Lane belongs to County Farms and that if residents had an issues with the quality of the lane then they would need to contact County Farms directly. Letter is to be sent to residents to inform. Action: Clerk SID data. Clerk has not received the data from SCC. This is to be chased. Action: Clerk Councillor Training. Cllr Ray attended a SALC Councillor Training Course at Barningham on 18th April 2009. The course instructor was Gordon Mussett, Clerk for Haverhill Town Council. Cllr Ray delivered a report evaluating the training and recommending others Cllrs attend. Cllr Ray will be putting handouts into circulation.
Cllr Ray highlighted some areas, discussed in the training, that she thought may be worth the PC reviewing: • Independent Auditor - annual report to the Parish Council and should know what powers and Gov Acts are being used to allocate money. • Budget – considering future expenses repair. Should have amenity reserve and earmarked funds. • Insurance – review clerks fidelity, insure against the most available money. • Risk management - consider training requirements. • Standing Orders - clerk, chairman and councillors must know standing orders. It was agreed that the clerk would email copy to all Cllrs. • Society of Local Council Clerks – become member and purchase Clerks Guide from them. • Quality Status - May need to pay Clerk for missing a day’s work when attending courses. • Power of Wellbeing - should think seriously about taking on this legislation. Parish Conference The next Parish Conference will be held in the new Borough Offices. John Griffiths had reported that the Arc was successful and that it is doing well financially. The outcome of the Local Development Framework review including the status of Councils would not be notified until August 2009 Meeting Adjourned 7. Meeting Open to the Public. Nothing to discuss. 8. Report by County Councillor Joanna Spicer C Cllr Spicer reported that she had been on a walk of Bardwell with the Director of Resources. Viewed the proposed land for Affordable Housing development and discussed any concerns. Allan Nurse had agreed to be School Governor. Mr Fenton is currently investigating the land off Glassfield Road. There will be one-way traffic only at the Bridge on the A143 at Ixworth. This is scheduled for 11th-23rd May. There are still five sites being considered for the Waste Treatment sites. Stanton, Claydon, Eye, Great Blakenham and Sproughton. There are traffic concerns with regards to the Stanton site and for this reason C Cllr Spicer is not in favour of this being one of the sites chosen when the County Council decides later in the year. Response circulated to Cllrs. Annual Parish Meeting arrangements. The APM is to commence at 8pm, on Tuesday 12th May, following the BPFA meeting at 7:30pm. It was felt that all Cllrs should attend from 7:30pm. The Clerk will purchase the agreed drinks and snacks for the meeting, the cost of which will be claimed as a Parish Council expense.
10. Report by the Clerk Email received via the web-site. Resident had asked when the hedgerow along the road at Bardwell Stud would be cut. This is owned by Bardwell Stud and therefore a letter will be sent to them copying in the land owner. A response is to be sent to the resident who enquired confirming action taken. 11. Report by Village Plan Group Email received from Hastoe Housing confirming that there would be a meeting at the end of April but The Village Plan Group have not yet received an update. The matter has nor been considered by SEBC as Local Planning Authority and there has been no objection to the planned work. 14. Cllr Bull has almost completed her survey of the status of the roads within the parish. It was reported that it was becoming increasingly difficult to attach agendas to the notice board due to the amount of other items attached. It was agreed that the PC would contact the Tithe Barn to discuss the possibility of putting up an additional notice board locked for PC use only. 17.
