1. Apologies for absence.

2. Declarations of Interest.
Cllr A. Smith declared an interest to:
SE/09/1091: Mr Andrew Smith: Listed Building Application: Lavender Barn, Bowbeck, Bardwell

3. Minutes - Minutes of the meeting of 1st September 2009 agreed and signed as a correct record.

4. Matters arising from the minutes
Bowbeck.
The roadsigns still haven’t been replaced at the Bowbeck crossroads and the signs approaching the crossroads from Barningham are hidden by overgrown hedgerow.
Cllr Smith offered to speak to the Euston Estate Manager.   Action Cllr Smith

Glassfield Road and Bardwell Hall.
Emails have been circulated regarding the recent meetings with SEBC and SCC.

Light Pollution
Stanton Garage have notified the Parish Council that the offending light source actually originates form the haulage firm next door. Clerk to write to them.                Action Clerk

6. Report by County Councillor Joanna Spicer
C Cllr Spicer forwarded an email providing an update on the affordable housing site. This was read to Cllrs and Cllr Smith confirmed details.

13/09/09: Bardwell Hall, Low Street – Theft of metal fence posts
11/09/09: Sports Pavilion – Criminal damage to the plastic casing for the floodlight control box
15/09/09: Bardwell Hall, Low Street – Second theft of metal fence posts
20/09/09: St Peter and St Pauls Church – Second theft from charity box
20/09/09: Bardwell Hall, Low Street – Criminal damage to wire fencing
26/09/09: Church Road – Criminal damage to motor vehicle

There have also been 3 haystack fires in the area but there are three persons who are due to be charged for this.

Community Speedwatch training has been scheduled for 8th October. Only four villages are now involved. Bardwell, Hopton, Fakenham Magna and Coney Weston.

7. Report by the Chairman
An anonymous website enquiry was received regarding the Microlight landing strip on land off Wyken Road. Unfortunately no contact details were left so we were unable to respond.

9. Report by the Village Plan Group
The meeting help on the 30th September was well attended and highlighted additional areas to be covered by the questionnaire. The final draft will be circulated prior to the next meeting and is scheduled for distribution 16th November with collection to be by 30th November.

10. Report from BPFA
The Play Area fencing is almost completed.
The damage to the coin box interferes with the lighting, repairs are being arranged.

11. Planning Matters

SE/09/1099: Mr Bouche & Mrs Bawden: Listed Building Application: Mothersoles, Low Street, Bardwell – Replacement of ground floor window on front elevation.  No Objections.

SE/09/1091: Mr Andrew Smith: Listed Building Application: Lavender Barn, Bowbeck, Bardwell – Replacement of existing glazed screen with new glazed screen and fully glazed door to central panel.         No Objections.

Budget 2010/2011 – budgets reviewed. There was concern that the governments spending reviews may, in future, affect the level of grant received within the precept. Cllr Ray to enquire at the PC Conference.

The Clerk was requested to report a street light in Knox Lane that is no longer working. Cllr Felton is to provide the clerk with the post number.
