Parish Council Minutes - Tuesday 3rd November 2009

1. Apologies for absence.
Cllrs. G Brown, B Felton, D Ray and Borough Cllr J Hale.

2. Declarations of Interest.
Cllr K. Bull declared an interest to:

3. Minutes - Minutes of the meeting of 6th October 2009 agreed and signed as a correct record.

4. Matters arising from the minutes
Bowbeck.
Cllr Smith reported the missing road signs at Bowbeck have now been replaced. Cllr Smith has spoken to the Euston Estate. They have scheduled hedge cutting for Jan/Feb. However, the obscured road signs have been cleared.

Daveys Lane.
A sign stating the road to be unsuitable for Heavy Vehicles has been erected on entry to Daveys Lane, at the end adjacent to The Green.

Light Pollution
Clerk has written to Carberry Haulage but is currently awaiting response.

Street Lighting.
Email was circulated by Clerk. Cllr Smith is going to make some calls regarding the broken street lighting to see if he can gain any further information.

5. Report by County Councillor Joanna Spicer
Community Speedwatch commenced from last Monday. Bardwell and Fakenham are sharing a speed gun.
C Cllr Spicer spoke of the affordable housing and was informed by Cllr Smith that Hastoe are reviewing whether they would be able to lower build costs and SCC are reviewing whether they can decrease the price they are requesting for the land. Cllr Spicer will speak to them.
A report by SEBC on the proposed  meeting with Agricultural Consultants regarding Glassfield Road and Bardwell Hall is awaited.
Before the next meeting Cllr Spicer will speak to Mr Fenton and Cllr Sanderson will speak to Patsy Dell.
The Shepherd Grove Incinerator Proposal has been withdrawn.
The consultation for the School Review has been deferred for at least three months.
Cllr Smith reported that a public meeting was held on the 3rd September a member of the public had expressed upset that the PC had not shared information regarding the possibility of a Wind Farm in the village. Cllr Spicer confirmed that there was no information on the possible Wind Farm sites and that she did not believe Bardwell is being considered for this. Cllr Sanderson has written to Mr Woodruff regarding these matters and the response has been circulated to Cllrs.

The results of the Village Plan Questionnaire are expected to be ready Feb/Mar 2010.

Mr Neil Mitchell of Skinners Lane has written to the PC regarding the Village Questionnaire. Cllr Sanderson is to reply.

Cllr Bull reported that she had received information that implied the land off Glassfield Road had been commissioned for use as a gypsy site. Cllr Bull is to send further information to Cllr Spicer who will circulate to the appropriate authorities.

Report by Police
In the past month there has been only one crime in the village. A theft from a motor vehicle.
It was also reported that Rogue Traders are operating in the Suffolk area, these are very nasty individuals that usually prey on the elderly and vulnerable. They can be very insistent in their methods. If you feel that you are a target please phone the Police straight away. They have been using tidy, newish vans, most having logos on them. If they ask for you to check their ID using an 0800 number, DON’T, this is a ploy. An article has been placed in the BVN
Please be aware of the continuing amount of theft from car crime and thefts of oil and diesel are at the forefront of crime at present.

Cllr Sanderson reported that he had received information on persons being seen trying car doors in the middle of the night. PCSO Bailey is to report this.

6. Meeting Open to the Public
Planning Applications for Dove Cottage were discussed. The residents have provided the planning office with a report on options to prevent damage to the tree but the application has still been objected. It was unanimously agreed that the PC did not feel this application should have been objected to and Cllr Sanderson is to write a letter of support to the planning/tree enforcement department.

Emergency Plan is to be discussed at the next meeting.

8. Report by the Chairman
A quotation is being prepared for the repair of the Village sign. Clerk should be in receipt of this shortly.
The letter from Mr Mitchell of Skinners Lane was circulated to Cllrs. A response has been prepared and circulated by Cllr Sanderson. This response was approved.

10. Report by the Village Plan Group
No update on affordable housing. It is planned that the Questionnaires will be distributed week commencing 16th Nov. Seven clear days will be left for Parishioners to complete and the plan is therefore to collect them back in by 30th November. Following the last meeting the questionnaire had been circulated to Cllrs and amendments are being made before it is printed.

11. Report from BPFA
The Quiz Night of 23rd October went well with 51 people attending and a net profit of £222.50 on tickets and raffles made on the night. Our sincere congratulations to Dave Ray and the team whose time and contributions continue to make it the successful social occasion.
The kiddies’ swing has been moved successfully with safety surfaces in place.
The installation of the fence has been almost completed by the unpaid work team who have also helped on other maintenance work on the Pavilion and Grounds. The unpaid work sessions are now almost at an end with 2 more sessions at the most this year.
We are pleased to welcome Jamie Andrews as a new committee member to help provide new ideas by a younger member of the team.
The date for the next BPFA meeting has been fixed for 7:30pm on Tuesday 8th December at the Pavilion. No future work parties have been arranged at this time, but may be arranged by the Chairman via email if one became necessary.

SE/09/1261: Miss Tharby: Listed Building Application: Moat House, Spring Road, Bardwell – Retention of 9 no. replacement windows.    
No Objections.

TCA09/1830: Mr Malcolm Bloomfield: Trees in a Conservation Area Notification: Old Farmhouse, The Green, Bardwell – (i) Fell row of Leylandii Trees and replace with native hedging; (ii) fell one Pear tree; and (iii) 2 Willow trees – crown lift to approx 5 metres by removal of low branches and reduce limbs to the point where limbs are approximately 150mm diameter.
No Objections.

TCA09/1824: Dr Kathy Bull: Trees in a Conservation Area Notification: Moat House, Spring Road, Bardwell – (i) Various trees overhanging driveway – lift to 2.5 metres; (ii) Ash – remove lowest lateral limb over moa; (iii) fell one Norway Spruce; (iv) reduce on Crab Apple to one metre stub; (v) Myrobalan Plum – crown reduce by approx 25%.
