Street Lighting.
Cllr Smith reported that he had contacted EDF Energy and they stated that they had not changed any safety rules regarding the repair of street lighting. Cllr Smith will contact SCC with further enquiries.

Skinners Lane.
Cllr Sanderson has replied to the letter received from a resident in Skinners Lane. No feedback has yet been received.
Dove Cottage.
Cllr Sanderson received a response from SEBC. The three Birch trees are protected due to boundary of conservation area. SEBC have stated that they have a duty to protect the trees. A copy of this letter has been forwarded to the residents of Dove Cottage and to B Cllr J Hale. B Cllr Hale offered to speak to Jaki Fisher regarding these issues. Action B Cllr J Hale.
Hastoe.
Cllr Smith has received confirmation from Hastoe that an agreement has now been made between themselves and SCC in regard to land price for the potential affordable housing site. Hastoe has also another suggested layout for the properties. The two plans suggested by Hastoe are to be circulated to Cllrs for further discussion before feeding back to Hastoe. Action Cllr Smith

5. Meeting Open to the Public
Wyken Road
Mr Frost described the current planning application for his land adjacent to Wyken Road.
Speedwatch
Cllr Ray reported on the success of speed watch so far. More volunteers are needed however and they would also like to find a permissible position on Low Street. It will also be interesting to see the responses in the Village Questionnaire which will be submitted to the Police.
C Cllr Spicer is pleased that this is finally happening. She is hoping that this exercise will be used in a wider area. There has been positive feedback so far and Stanton and Hepworth Councils are now also interested in participating.
6. Report by Police
There has been one reported crime since the last meeting. Theft from a visiting motor vehicle in Low Street. Sound equipment was stolen from the secured vehicle.
The Police reiterated the importance of keeping an eye on garages and sheds during this time of year as there is always an increase in thefts. Extra security is a must. They are currently promoting Suffolk Safe Key. There is a £12 subscription fee which includes a donation to Neighbourhood Watch. More details are available on their website.
Cllr Smith enquired as to whether there had been any progress on investigating thefts of the road signs. Police confirmed that no one had yet been caught.

Hastoe – Affordable Housing.
C Cllr Spicer was concerned over potential delays on the progress and encouraged the PC to make prompt decisions. Cllr Sanderson assured C Cllr Spicer that developments would not be delayed but that decisions would also not be made until time had been taken to consider matters fully to ensure the correct layout was chosen.
C Cllr Spicer also spoke of the land adjacent to Glassfield Road. She has received an email from Paul Fenton to confirm that they are aware of issues in relation to this land and that a site visit will be arranged.
Bardwell School has been awarded a National Travel Plan Accreditation for the Walking Bus project which is run by school three days a week.
Cllr Brown asked whether there had been any developments in regards to a road diversion meeting with Stanton and the Police. C Cllr Spicer will look into arranging something for the New Year but confirmed that Stanton were eager to discuss.

This matter has now been considered by the Borough Council as Local Planning Authority and confirm there is no objection to the proposed work.
TCA09/1824: Dr Kathy Bull: Trees in a Conservation Area Notification: Moat House, Spring Road, Bardwell – (i) Various trees overhanging driveway – lift to 2.5 metres; (ii) Ash – remove lowest lateral limb over moat; (iii) fell one Norway Spruce; (iv) reduce on a crab apple to one metre stub; (v) Myrobalan Plum – crown reduce by approx 25%.
This matter has now been considered by the Borough Council as Local Planning Authority and confirm there is no objection to the proposed work.

Following a site inspection in October letters were sent to Bardwell Hall. Geoff Rivers of St Eds BC will be meeting with Mr Barty and Mr Flett on 11th December. Footpath between Up Street and The Croft.
Cllr Sanderson has been approached regarding the overgrown Ivy on the footpath between Up Street and The Croft. Clerk advised that Cllr Felton was already dealing with this issue.

A quote has now been received for replacing the sign. Bardwell Trustees have agreed to make a donation to this. It was agreed in principle to accept the quotation and the detail will be arranged with the supplier by Cllr Sanderson and Cllr Felton . Action Cllr Sanderson

Light Pollution
Clerk has written a follow up letter to Carberry Haulage as no response has yet been received. A response regarding Manor Farm will also be followed up with Jane Stanley. Action Clerk.
10. Report by the Village Plan Group (Cllr Smith)
The final collection date for the questionnaires was the 30th November. The data will now be collected. The BVPG is meeting on the 11th December to decide on the process for this and produce an action plan.
Cllr Smith will respond to Hastoe with a decision on the preferred layout by the end of the year. The two plans were viewed and preferences were voiced for both layouts. It was decided that the plans would be circulated with responses to Cllr Smith by the 14th December. A summary will then be prepared. Action All

Bardwell Cricket Club – Grant Request
Bardwell Cricket Club is planning to submit an application for a Rural Initiative Grant from St Eds. A contribution of £500 has been promised by Cllr Spicer from her Locality Budget. The Cricket Club hasasked if the PC would also contribute. Cllrs were happy to contribute up to £500 but requested that more information is provided on how much is being requested. Cllr Sanderson will meet the Cricket Club to discuss. It was agreed that the application for the Rural Grant should be submitted by the PC. Action Cllr Sanderson.
